ISPA - DRC’S PRESIDENT KASHOBA CALLS ON ICANN TO HELP BRING .CD HOME

ISPA-DRC is beginning the process that should lead to the ccTLD.CD being based in DRC. A letter from ISPA-DRC President Aubin Kashoba wrote a letter this week to members explaining that ISPA-DRC had called a meeting of all the main stakeholders: the Government and regulator (ARPTC), ISPA-DRC and all the Congolese ISPs and the internet community of the country, including FEC, the Consumers Association and the academic community.

ISPA-DRC had sent two models for consideration to both the President and the Minister of Post and Telecoms and called on them to exert their authority to bring about a solution. ISPA - DRC’s letter stressed two points. Firstly that it looked to the Government in the medium to long term to find a solution to the redelegation of the ccTLD. Secondly, in the view of the current blockage that is threatening the ISPs ability to meet their clients’ needs, it suggests the following:

A. that ISPA-DRC asks ICANN to give it authority over the .CD domain.

B. that the DNS server of ccTLD.CD would be temporarily housed either at the internet exchange (KINIX) or at an individual ISP.

C. that ICANN helps by providing two consultants, one to advise on administration and the other on technical issues.

D. that ISPA-DRC would take on "une cellule projet" called "Project .CD" to sort out domain name rates to be charged by KINIX for domain names.

Aubin Kashola concludes:"I intend to react very rapidly because our contacts at ICANN have already been primed. Let’s remain pragmatic but not take too much time as the issue needs urgent action".
