With certain honourable exceptions, African regulators - and the governments who drive their policy frameworks - have been sleep-walking backwards towards the future. Since News Update was launched over two years ago, significant numbers of African fixed line operators remain in government ownership and overshadow their domestic markets. Fully competitive markets are few and far between. The rise of mobile operators has been the continent’s success story but it has not helped address fundamental infrastructural issues.
