The Strategic Plan of the Government Computer Bureau (2001-2006) has as one of its strategic aims that the country’s ICT industry will "enter the global market by March 2004." Botswana is the country in Africa for which the perennial journalist’s cliche "the Switzerland of..." was minted. In African terms, it has considerable wealth and a relatively small population.
