- Rwanda’s implementation of the National ICT Plan (NICI 3) that runs from 2011-2105 is set to focus on service development in the country. According to Ignace Gatare, the Minister in the Office of the President in charge of ICT, the plan will focus on the service delivery where all institutions will work together using the already existing infrastructure.

- The IEEE Computer Society of South Africa and Cape IT Initiative (CITi) have published the Proceeding of the Third Software Engineering Colloquium (SE10), entitled “Building Value through Engineering”.  The proceedings are available here in pdf  or here 

- South Africa's long-awaited ICT sector charter is expected to come into force from the beginning of April. However, while a final document has been sent to the Department of Trade and Industry (DTI) for gazetting, the department says there are still outstanding issues that first have to be resolved.

- Wikipedia Foundation has launched an offline encyclopedia for primary and secondary schools in Kenya. The CD version named Wikipedia Offline Encyclopedia would enable students to access content on the world acclaimed encyclopedia without being on the Internet.
