Benin’s MTN, Glo fined total of USD909,000 for QoS breaches

The Republic of Benin’s Electronic Communications & Postal Regulatory Authority (ARCEP) has issued final rulings in the sanction procedure it initiated on 1 June against cellcos MTN, Glo and Moov, for breaching their quality of service (QoS) obligations. As reported by Agence Ecofin, MTN was fined XOF492.32 million (USD855,000) for ‘persistent’ poor QoS throughout 2016 despite several warnings from the watchdog. Glo was fined XOF31.17 million for the same reasons. Both fines – representing 0.3% of 2016 turnover, according to the regulator’s figures – are due to be paid by 17 July 2017.
Moov was not issued with monetary sanctions, although ARCEP ordered it to secure its network against fraud regarding incoming international call traffic within 30 days. The company was asked to take all necessary measures to remove ‘all unidentified numbers’ from its network.
In addition, MTN, Glo and Moov were ordered to comply with ARCEP’s previous decisions on network QoS requirements – defined by specific QoS indicators tested periodically in the field by the telecoms authority – within 30 days.
