Congolese government to create universal service fund

Leon Juste Ibombo, the Minister of Posts, Telecommunications and the Digital Economy for the Republic of the Congo, has announced the creation of a universal service fund (USF), Agence Ecofin reports.
It is understood that the fund will be used to finance projects which aim to enhance connectivity for consumers, with a particular focus on improving coverage in rural and underserved regions.
The USF will reportedly be financed by operators contributing up to 2% of their annual turnover. With the local authorities having long been critical of the quality of service offered by the nation’s mobile network operators, issuing formal notifications to them on several occasions regarding breaches of agreed standards, the USF is expected to help improve matters for end users.
