* Uganda is fielding Patrick Masambu, the Uganda Communication Commission's Executive Director, for the job of the Telecommunications Development Bureau chief in Geneva. Masambu's candidature was endorsed by both the cabinet and the East African Council of Ministers.

* Cell C, the youngest mobile operator in South Africa has announced that the post of chairman and CEO will be split, with American Jeffrey Hedberg taking over as CEO from Talaat Laham, who becomes non-executive chairman.

* Sam Gulube, CEO of the Universal Service Agency (USA), has resigned after serving three years at the agency. Motlatso Ramadiba, USA's new COO, will act in the position of CEO until the position can be advertised, a source within the company says.

* Datatec's Westcon AME has announced the appointment of Jacques Malherbe as CEO. Malherbe takes the reins from outgoing CEO and industry stalwart, John Hurrell, who will assume the position of non-executive chairman on the Westcon AME board.
