* Uganda has been elected to chair the newly-formed Association for Regional Regulators of Information and Communications for Eastern and Southern Africa (ARICEA). The Ugandans were represented at the meeting by Francis Babu, who was standing in for Minister of Works, Housing and Communications John Nasasira. Babu said the state should only provide an enabling investment and development environment. He said Uganda government made a major decision by adopting a new telecommunication policy whose prime objective was to restructure the communication sector by liberalising and opening it to competition. On the "no change" wing of this debate, Ethiopia was elected as President of the new organisation.

Eshetu Alemu, general manager of the Ethiopian Telecommunication Agency (ETA),said that Ethiopia was the first president of ARIECA, which facilitates the development, harmonisation and implementation of Information and Communications Technology (ICT) in the region. The general manager said that Ethiopia was committed to play a significant role in the organization and will be successful by extending its level best support to ARICEA.
