Francophone__ICT_Officer (désolé mais l’annonce est en anglais!)

The AVU wishes to engage a Francophone ICT Officer to undertake activities related to the establishment and/or upgrading of the ODeL Centers/Learning Centers in the Francophone and Lusophone countries for The AVU Multinational Project II.

1.0. SCOPE OF WORK FOR THE FRANCOPHONE ICT OFFICER

Under the coordination of the AVU Senior ICT Officer, the Francophone Officer will cover Francophone and Lusophone countries and will:

Contribute to providing the technical specifications of the Open Distance and eLearning (ODeL) centers’ equipment.
Take part in the procurement process for all goods and services related to this component and provide technical evaluation of all bids.
Take part in supervising the suppliers’ contracts
Ensure that bandwidth connectivity has been provided at the Partner Institutions.

Ensure that the ODeL center equipment have been supplied and installed according to the specifications provided.
Liaise with Partner Institutions on installation schedule and coordinate the commissioning and sign-off at each Partner Institution.

Participate in planning, design and implementation of related project activities.
Act as primary contact/ liaison person for all ODeL Centers staff offering technical support, help desk and training for information systems.
Interface with system providers to monitor and evaluate information systems performance at the PIs.
Participate in the site visits and evaluations to appraise state of the ODeL Centers and connectivity at the Partner Institution.
Offer technical support to the rest of the Project team
Provide technical support during all project activities like workshops and meetings.
Provide support to the AVU Office in Dakar, Senegal.
Fulfill other duties that may be required at AVU.

2.0. DELIVERABLES AND EXPECTED OUTCOMES

Successful administration of contracts and agreements that relate to the project in the Francophone and Lusophone countries;
Logistics support for shipment of equipment to the Partner Institutions;
Installations and commissioning of the systems at the Partner Institutions;
Technical assistance in seminars /workshops organized by the project.

3.0. QUALIFICATIONS OF THE FRANCOPHONE ICT OFFICER

Bachelor degree preferably in Computer Science or Computer Engineering/Electronic Engineering or related fields.
Minimum three years’ relevant experience in the IT industry.
Excellent knowledge of client server technology and computer network connectivity including Wide Area Networking, Local Area Networking, installation, management and maintenance issues (e.g. servers, hubs, switches, routers, Ethernet cabling, firewalls, wireless systems,);
Excellent Knowledge of Server software (Web, Email, FTP), DBMS (MS SQL), Windows NT/2003 and Unix.
Excellent knowledge and experience with programming and web development;
Experience providing technical support for a large client base in the area of computer systems or related technology;
Working knowledge of satellite systems.
Excellent project management skills.
Knowledge of higher education systems in Africa in an added advantage.
Fluent in French, working knowledge in English
Knowledge of Portuguese is an added advantage.
